This meeting offers a deep dive into the CSW66 Agreed Conclusion on the priority theme: Achieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes. 

In preparation for the Zero draft, the NGO CSW/NY Advocacy Research Group compiled six key recommendations for consideration and provided Member States with briefs to support them in their negotiations. This is an assessment of the CSW66 agreed conclusions given these recommendations, briefs and the advocacy strategy, which was driven based on consultations made with ten Member States. Hear from the NGO CSWs in the regions on their perspectives (what were the gains at this CSW from the advocacy efforts). 

Format

The program offers: Analysis by the Advocacy Research Group Co-chairs, Experts and NGO CSWs in the regions for 60 minutes; followed by discussion groups.

What worked

●  Substantial engagement with Member States

●  Focus on intersections of climate change and SRHR and gender and climate justice

●  Advocacy and learning

●  Virtual Engagement: Able to attend virtually - more accessible for some; People from all over the world able to attend, including girls/young women, who enjoyed the experience of engaging with the governments; Nice to meet people across the world; Creates great momentum

●  Consultation Day in-person event

What didn’t work

●  UN CSW process: Slow process. Siloed conversations. Confusing how everything functions, what to attend and what not to attend, difficult to choose. Lack of transparency & access to info during negotiations. Opposition within and between Member States, so difficult to get a consensus, Outcome is inevitably watered down.

●  Missing from outcome document: Little about migration in the outcome document

●  Including marginalized communities more: Global South not represented equally as Global North. Including indigenous, Global South, rural women, WHRDs more. Migrant voices.

●  Technology/internet inaccessibility. Rural areas - lack of internet access - challenging in virtual context (but people

would have been able to come if not for COVID etc.)

● Virtual: Feeling of being in the room with other people was missing; Time zones were confusing; Financial/access challenges

model - missing in-person engagement.

● Virtual: Too much going on at the same time - crowded timetable, couldn’t get to all the ones I wanted to go to, not everything recorded, Platform was confusing - log in, register, add the event; Parallel Event organizers using their own virtual meeting accounts was confusing.

Recommendations

●  Hybrid format going forward. Maintain hybrid format for those that can’t come to NY but allowing opportunity for in-person attendance/engagement as well. Keep the hybrid model. Better digital inclusion.

●  More focus on culture and using culture as social change - have it be more prominent with digitization aspect

●  Focusing on review theme and bringing in stronger accountability

●  More specific target goals and measures

●  More language justice. More translation/interpretation

●  Need to secure more human rights spaces in CSW

●  Going back to see what we can use, reexamine what we do have

●  Use the same platform used during SDGs week - with 3 stages, each event has a stage.

●  Considering regional challenges and advocacy

●  UN Women to be more involved in the regional processes and facilitate more women’s

voices to be heard during the high-level sessions

●  Need to continue conversation about climate and gender into all spheres of advocacy

●  Have a CSO Agreed Conclusions document parallel to the official CSW one

Join NGO CSW/NY's Consultation Day to officially kick off the NGO CSW66 Forum!

The program will feature a conversation between the CSW Chair and UN Women Executive Director; an informational panel on the CSW priority theme; feminist entertainment; and a celebration of NGO CSW/NY's 50th Anniversary!

We will be able to organize so-called parallel workshops virtually. At the moment BPW International has registered 2 themes, as well as the Federation of the USA and Carol Hanlon, who always excels in business incubators and webinars. The two BPW International events have been accepted and will take place on the following dates:

1. Economic Empowerment of Women through Public Procurement and Financial Inclusion - DATE & TIME: 3/16/22 4:00 PM 
2. Women's Innovative Responses to Climate Change - DATE & TIME: 3/18/22 4:00 PM EST

 All BPW events will be summarised in the NGO CSW New York handbook. 

The Commission on the Status of Women CSW 66 will take place virtually from March 14 to 26, 2022.

Please register yourself, there are no restrictions. That is the positive effect of a virtual meeting.

Until December 12, 2021 you can apply for a side event. The topic has to be in line with the priority or the review theme. Should you also work with another women's organization, plan a side event together and hand it in under both names. In any case, please inform the President’s Office, when you can successfully register a side event and let us know the date and the time. We will publish our events in the add of the handbook of NGO CSW New York and create a visual presence of BPW. Thank you very much.

The Communications Procedure of the Commission on the Status of Women is a unique tool for individuals and organizations to use in order to raise awareness about injustice and discriminatory practices against women in any country in the world. Claims to the Commission on the Status of Women for consideration at its next session (14 to 25 March 2022) must be submitted by 1 August 2021.

Draft agreed conclusions

1. The Commission on the Status of Women reaffirms the Beijing Declaration and Platform for Action, the outcome documents of the twenty-third special session of the General Assembly and the declarations adopted by the Commission on the occasion of the tenth, fifteenth, twentieth and twenty-fifth anniversaries of the Fourth World Conference on Women. (Based on CSW61, 62, 63 and 65 AC, para 1)

2. The Commission reiterates that the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of the Child, and the Optional Protocols thereto, as well as other relevant conventions and treaties, such as the International Covenant on Economic, Social and Cultural Rights, the International Covenant on Civil and Political Rights, the Convention on the Rights of Persons with Disabilities and the International Convention on the Elimination of All Forms of Racial Discrimination provide an international legal framework and a comprehensive set of measures for realizing gender equality and the empowerment of all women and girls and the full and equal enjoyment of all human rights and fundamental freedoms by all women and girls, throughout their life course. (Based on CSW61, 62, 63 and 65 AC, para 2)

Written Statement for the Commission on the Status of Women 66 by the International Federation of Business and Professional Women, a non-governmental organization in consultative status with the Economic and Social Council

        We strongly advise the Bureau that experts and negotiators from agencies, ministries and civil society working on environment and climate change are invited explicitly to join the CSW66 meetings to ensure horizontal coordination and capacity development on the topic. It is advisable that the Commission on the Status of Women develops a communication strategy to ensure that findings and guidance from the Commission on the Status of Women reaches other United Nations mechanisms. More than ever, resilience building through mutual support and solidarity, through strong prior networking and advanced investment of broad stakeholder platforms, is essential to face future challenges. Multilateralism and horizontal coordination are crucial here. Women’s organizations that work with different ministries and agencies can be of assistance if timely involved and supported.
